Factual Background Cave Quarries owns and operates two limestone quarries in Indiana. At its Paoli quarry, it also used to own and operate an asphalt plant that created asphalt from materials the company extracted from its quarries. The asphalt plant was about twenty‐five feet from one of the quarry’s rock walls. To extract limestone, Cave Quarries uses controlled explosives for “blasting” rocks loose from the quarries’ walls.
