Reinserts the provisions of the introduced bill with changes. Provides that an eligible transaction also includes a transaction in which a taxpayer purchases one or more firearm safety devices from an Illinois-based retailer, regardless of whether that Illinois-based retailer is a federally-licensed firearm dealer. Effective immediately.
