An act to add Article 10.5 (commencing with Section 901) to Chapter 4 of Part 1 of Division 1 of the Public Utilities Code, and to add Part 19.1 (commencing with Section 40220) to Division 2 of the Revenue and Taxation Code, relating to energy, and making an appropriation therefor.
