T.N. was an inmate in the SNU, which houses inmates who are “seriously mentally ill.” Transcript Volume II at 43. Generally, prior to 10:00 p.m., the SNU inmates had access to a “TV area, a kitchen, a laundry room, [and] a mop closet.” Id. at 90. On “[m]ore than one” occasion, “after lights out,” Chinweze would knock on T.N.’s door and she would meet him in the unit’s kitchenette. Id. at 93-94. T.N.
