S.L. tested positive for methamphetamine at birth, and Parents admitted that they had used methamphetamine throughout Mother’s pregnancy. One week later, the Department of Child Services (“DCS”) filed a petition alleging that S.L. was a Child in Need of Services (“CHINS”).
