Shaylah Miller, a friend of the child’s mother who was bringing the child to the facility that day, had not yet arrived, so Reed waited in the parking lot. When Miller arrived, the child threw a fit and did not want to go with Reed. Both Reed and Miller tried to calm the child down, but she refused to go inside and clung to Miller.
