Tr. Vol. II p. 145. The CI texted the “target,” Bethany Kinney, and arranged to meet her at a gas station in Roanoke to purchase “fentanyl pills[.]” Id. at 149, 188. Officers provided the CI with $600 and followed him to the gas station in unmarked vehicles. Officers then watched two individuals, later identified as Smith and Kinney, arrive in a silver Chevrolet Impala.
