On August 26, 2021, Mother gave birth to twins, and the next day, the Indiana Department of Child Services (“DCS”) received a report that the twins were born drug exposed in utero and were the victims of abuse or neglect. While the twins remained in the hospital, DCS investigated the report. Mother admitted to DCS that she used methamphetamine and marijuana weekly throughout her pregnancy with the twins.
