Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``ICE Security Reform Act of 2024''. SEC. 2. TRANSFER OF HOMELAND SECURITY INVESTIGATIONS FROM U.S. IMMIGRATION AND CUSTOMS ENFORCEMENT. (a) Transfer.--Not later than 2 years after the date of enactment of this Act, the Secretary of Homeland Security shall transfer Homeland Security Investigations from U.S. Immigration and Customs Enforcement to exist as a separate entity within the Department of Homeland Security. (b) Director.--There shall be at the head of Homeland Security Investigations a Director of Homeland Security Investigations. The Director shall be appointed by the President, by and with the advice and consent of the Senate. (c) Legal Advisor.-- (1) In general.--Ther
