He was given fluids and medications through an IV, but his attending nurse, Nurse Mittler, twice found the IV detached from Neter-Nu’s arm. She then placed the IV in Neter-Nu’s right foot, despite her lack of training and without a doctor’s order for that placement. On July 28, Neter-Nu complained of pain in his right foot, so Nurse Mittler paged Dr. Abbas.
