Blue Envelope Awareness Act

R. 6908 To amend the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the use of Byrne grants for blue envelope programs, and for other purposes. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES December 18, 2025 Mr. Vindman (for himself, Mr. Sessions, Mr. Higgins of Louisiana, and Mr. Moore of Alabama) introduced the following bill; which was referred to the Committee on the Judiciary _______________________________________________________________________ A BILL To amend the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the use of Byrne grants for blue envelope programs, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Blue Envelope Awareness Act''. SEC. 2. USE OF BYRNE FUNDS FOR BLUE ENVELOPE PROGRAMS. (a) In General.--Section 501(a)(1) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10152(a)(1)) is amended by adding at the end the following: ``(L) Blue envelope programs.''. (b) Definition.--Section 901(a) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10251(a)) is amended by adding at the end the following: ``(34) The term `blue envelope program' means a program that provides assistance to individuals with speech, hearing, or developmental disabilities communicate more effectively with law enforcement officers during traffic stops by-- ``(A) distributing blue envelopes in which such individuals may keep documentation relating to their disability to present to law enforcement officers; and ``(B) providing training to law enforcement officers on interacting with such individuals.''. <all>
