Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Texture Positive Act of 2025''. SEC. 2. GRANTS FOR EDUCATION AND TECHNICAL TRAINING ON TEXTURED HAIR. (a) Grants Authorized.--The Secretary shall award, on a competitive basis, grants to States for the purpose of awarding subgrants in accordance with this section. (b) Application.--A State seeking a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may reasonably require, including a summary of the information submitted under subsection (c)(2) by each eligible entity that the State plans to award a subgrant to under such subsection. (c) Subgrants.-- (1) In general.--A State that receives a grant under this section shall use such grant to a
