Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Stronger Schools Act''. SEC. 2. PHYSICAL IMPROVEMENT GRANT PROGRAM. (a) In General.--The Secretary of Education shall make grants, on a competitive basis, to local educational agencies to perform the physical improvements referred to in subsection (b) for elementary schools and secondary schools served by such agencies. (b) Use of Funds.--Each local educational agency receiving a grant under subsection (a) shall use such funds to ensure each elementary school and secondary school served by such agency-- (1) hires a school resource officer who carries a firearm; and (2) establishes a single point of entry that includes a locked anteroom-- (A) in which all guests of such school are inspected by such officer prior to entry into another area of such school; and (B) which has metal detectors at such point of entry. (c) Application.--To receive a grant under subsection (a), a local educational agency shall submit to the Secretary
