Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Stamp Out Invasive Species Act''. SEC. 2. COMBATING INVASIVE SPECIES SEMIPOSTAL. (a) Finding.--Congress finds that invasive species pose a serious threat to our natural ecosystems, significantly harm native plant and animal populations, and cause detrimental economic damage to local communities. (b) Semipostal.--In order to afford a convenient way for members of the public to contribute to programs at the Department of the Interior and the Department of Agriculture that combat invasive species, the United States Postal Service shall issue a semipostal stamp in accordance with the provisions of this section. Such semipostal stamp shall be known as the ``Combating Invasive Species Semipostal Stamp''.
