Russell School Lunch Act. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Bridge to Summer Nutrition Act of 2025''. SEC. 2. INCREASED PAYMENTS TO STATE FOR ADMINISTRATIVE COSTS. For each fiscal year in which a State operates the summer electronic benefits transfer program for children under section 13A of the Richard B. Russell School Lunch Act (42 U.S.C. 1762), the Secretary of Agriculture shall pay to such State 90 percent of the monthly administrative costs incurred in such fiscal
