Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. ASSESSMENTS RELATING TO THE SKILLED TECHNICAL WORKFORCE. Paragraph (2) of section 10314(b) of the Research and Development, Competition, and Innovation Act (42 U.S.C. 18994(b)) is amended-- (1) by inserting ``and biennially thereafter'' after ``Not later than 1 year after the date of enactment of this Act''; (2) by striking ``the results of an assessment'' and inserting ``a plan for initiating and maintaining a data collection and analytical capability within the National Center for Science and Engineering Statistics''; and (3) by striking ``surveys on--'' and all that follows through ``discretion of the Director'' and inserting ``surveys on the skilled technical workforce''. <all>
