Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Magnus White Cyclist Safety Act of 2025''. SEC. 2. FINAL RULE. Not later than 3 years after the date of the enactment of this Act, the Secretary shall issue a final rule to establish minimum performance standards requiring that an automatic emergency braking system installed in any new covered vehicle shall be capable of-- (1) functioning in daylight and low light conditions; (2) meeting the maximum activation speed threshold for such covered vehicle; and (3) detecting and responding to a vulnerable road user, including with respect to the entire range of colors and complexions presented by skin, clothing, and protective gear. SEC. 3. COMPLIANCE DATE. In issuing the final rule pursuant to sectio
