Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. DEPARTMENT OF ENERGY RESEARCH, DEVELOPMENT, TESTING, AND EVALUATION OF NOVEL TECHNOLOGIES TO DETECT FENTANYL VAPOR OR PARTICLES. (a) In General.--Title III of the Department of Energy Research and Innovation Act (42 U.S.C. 18641 et seq.) is amended by-- (1) by redesignating section 317 (42 U.S.C. 18655) as section 318; and (2) by inserting after section 316 the following new section: ``SEC. 317. RESEARCH, DEVELOPMENT, TESTING, AND EVALUATION OF NOVEL TECHNOLOGIES TO DETECT FENTANYL VAPOR OR PARTICLES. ``The Secretary of Energy, in coordination with the Attor
