Veteran Housing Promise Act

R. 7149 To amend title 38, United States Code, to eliminate the maximum authorizations of appropriations for certain benefits for homeless veterans administered by the Secretary of Veterans Affairs and to make permanent the authority of the Secretary to carry out certain programs for homeless veterans. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES January 20, 2026 Mr. Riley of New York introduced the following bill; which was referred to the Committee on Veterans' Affairs _______________________________________________________________________ A BILL To amend title 38, United States Code, to eliminate the maximum authorizations of appropriations for certain benefits for homeless veterans administered by the Secretary of Veterans Affairs and to make permanent the authority of the Secretary to carry out certain programs for homeless veterans. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Veteran Housing Promise Act''. SEC. 2. ELIMINATION OF MAXIMUM AUTHORIZATIONS OF APPROPRIATIONS FOR CERTAIN BENEFITS FOR HOMELESS VETERANS. (a) Comprehensive Service Programs.--Section 2016 of title 38, United States Code, is amended to read as follows: ``Sec. 2016. Authorization of appropriations ``There is authorized to be appropriated such sums as may be necessary to carry out this subchapter.''. (b) Homeless Veterans Reintegration Programs.--Section 2021(i)(1) of title 38, United States Code, is amended-- (1) in subparagraph (G), by striking ``fiscal year 2024 and each fiscal year thereafter'' and inserting ``each of fiscal years 2024 through 2026''; and (2) by adding at the end the following new subparagraph: ``(H) For fiscal year 2027 and each subsequent
