Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. RECLASSIFICATION OF UNITED STATES NATIONALS. (a) In General.--Section 341(b) of the Immigration and Nationality Act (8 U.S.C. 1452(b)) is amended to read as follows: ``(b) A person who claims to be a national, but not a citizen, of the United States may apply to the Secretary of State for a United States passport.
