Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Maddie's Infant Recovery And Children's Legislative Emergency Act of 2025'' or the ``MIRACLE Act of 2025''. SEC. 2. STUDY AND REPORT ON NEONATAL ABSTINENCE SYNDROME. (a) In General.--The Secretary of Health and Human Services (in this section referred to as the ``Secretary''), shall conduct a study on-- (1) the prevalence of neonatal abstinence syndrome (in this section referred to as ``NAS''); and (2) infant and maternal health outcomes associated with pediatric transitional care facilities. (b) Elements.--In conducting the study under subsection (a), the Secretary shall-- (1) identify the barriers to obtaining valid, accurate, up- to-date data on the prevalence of NAS among beneficiaries under State plans (or waivers of such plans) under title XIX of the Social Security Act (42 U.S.C. 1396 et seq.); and (2) identify the scope of services and supports available to beneficiaries with a diagnosis of NAS under such State plans (or waivers). (c) Report.-- (1) Submission to congress.--
