R. 5597 To establish the Bioenergy with Carbon Capture and Storage Advancement Commission in the Department of Agriculture, and for other purposes. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES September 26, 2025 Mr. Moore of Utah (for himself and Mr. Costa) introduced the following bill; which was referred to the Committee on Energy and Commerce, and in addition to the Committees on Science, Space, and Technology, Agriculture, and Natural Resources, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned _______________________________________________________________________ A BILL To establish the Bioenergy with Carbon Capture and Storage Advancement Commission in the Department of Agriculture, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``BECCS Advancement Commission Act of 2025''. SEC. 2. BIOENERGY WITH CARBON CAPTURE AND STORAGE ADVANCEMENT COMMISSION. (a) Establishment.--There is established in the Department of Agriculture a commission to be known as the ``Bioenergy with Carbon Capture and Storage Advancement Commission'' or the ``BECCS Advancement Commission''. (b) Membership.--The Commission shall be composed of the following members: (1) The Under Secretary of Agriculture for Rural Development. (2) The Chief of the Forest Service, or a designee of the Chief under the supervision of the Chief. (3) The Director of the Bureau of Land Management, or a designee of the Director under the supervision of the Director. (4) The Director of the Bioenergy Technologies Office of the Department of Energy, or
