Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Advocates for Families Act of 2025''. SEC. 2. FAMILY ADVOCATES IN CHILD WELFARE CASES. (a) State Plan Requirements.--Section 422(b) of the Social Security Act (42 U.S.C. 622(b)) is amended-- (1) in paragraph (18), by striking ``and'' at the end; (2) in paragraph (19), by striking the period at the end and inserting ``; and''; and (3) by adding at the end the following: ``(20) provide-- ``(A) that the laws and procedures of the State shall permit any parent, foster parent, or legal guardian of a child to seek and receive the services of a family advocate, who shall have the authority to represent the interests and act on behalf of the parent, foster parent, or legal guardian, throughout any child welfare
