Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``American Shores Protection Act of 2025''. SEC. 2. SENSE OF CONGRESS. It is the sense of Congress that Congress supports the withdrawal of areas of the outer Continental Shelf described in the Presidential memorandum entitled ``Memorandum on Withdrawal of Certain Areas of the United States Outer Continental Shelf From Leasing Disposition'' and dated September 8, 2020. SEC. 3. PROHIBITION OF OIL AND NATURAL GAS EXPLORATION, DEVELOPMENT, AND PRODUCTION IN CERTAIN AREAS OF THE OUTER CONTINENTAL SHELF OFF THE COAST OF FLORIDA, GEORGIA, AND SOUTH CAROLINA. Section 8 of the Outer Continental Shelf Lands Act (43 U.S.C. 1337) is amended by adding at the end the following: ``(q) Prohibition of Oil and Natural Gas Exploration, Development, and Production in Certain Areas Off the Coast of Florida, Georgia, and South Carolina.-- ``(1) Prohibition.--Notwithstanding any other provision of this se
