Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Small Business Transportation Investment Act of 2025''. SEC. 2. FINDINGS. Congress finds the following: (1) The General Services Administration fleet management program provides essential vehicle procurement services to Federal agencies, State and local governments, and Tribal organizations at cost-effective prices. (2) Expanding access to the vehicle acquisition services of the General Services Administration to the commercial for-hire industry can increase efficiency, reduce costs, and provide for an improved fleet turnover with modern, environmentally- friendly vehicles. SEC. 3. GSA FEDERAL FLEET PILOT PROGRAM. (a) Establishment.--Not later than 60 days after the date of the enactment of this Act, the Administrator shall establish a pilot program that does the following: (1) In accordance with this section, allows covered small businesses to purchase vehicles through the Federal supply schedules of the General Services Administratio
