Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Stop Identity Fraud and Identity Theft Act of 2026''. SEC. 2. FINDINGS. Congress finds the following: (1) The lack of an easy, affordable, and reliable way for organizations, businesses, and government agencies to identify whether an individual is who they claim to be online creates an attack vector that leads to millions of Americans being victimized by China and North Korea, and other hostile nation- states, as well as organized crime gangs, all of whom steal and compromise identities to commit cybercrime and fraud. (2) Incidents of identity theft and identity fraud continue to rise in the United States, where more than 353 million people were impacted by data breaches in 2023. (3) The Government Accountability Office (GAO) estimated that the Federal Government could lose between $233 bill
