Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``HBCU Empowerment and Reform Act''. SEC. 2. DEFINITION OF A HISTORICALLY BLACK COLLEGE OR UNIVERSITY. Section 322(2) of the Higher Education Act of 1965 (20 U.S.C. 1061(2)) is amended by striking ``1964'' and inserting ``November 8, 1965''. <all>
