Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``No Invading Allies Act''. SEC. 2. PURPOSE AND POLICY. (a) Purpose.--It is the purpose of this Act to restrict the President from ordering or utilizing the United States Armed Forces to invade or seize territory from Canada, the Republic of Panama, and the self-governing territory of Greenland without a declaration of war, congressional authorization, or a national emergency created by attack or imminent threat of attack upon the United States, its territories or possessions, or its Armed Forces.
