Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Protecting Our Constitution and Communities Act''. SEC. 2. FINDINGS AND INTENT OF CONGRESS WITH RESPECT TO CONGRESSIONAL BUDGET AND IMPOUNDMENT CONTROL ACT OF 1974. Section 1001 of the Congressional Budget and Impoundment Control Act of 1974 (2 U.S.C. 681) is amended to read as follows
