Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Infrastructure Project Acceleration Act''. SEC. 2. EXPEDITED APPROVAL OF PRIORITY MANUFACTURING PROJECTS. (a) Definition of Priority Manufacturing Project.--In this section, the term ``priority manufacturing project'' means the construction or expansion of a manufacturing facility in the United States-- (1) the cost of which is at least $1,000,000,000; and (2) which requires one or more Federal approvals described in subsection (c). (b) Findings.--Congress finds that-- (1) the timely completion of priority manufacturing projects will strengthen the economy and industrial manufacturing capacity of the United States, enhance the technological competitiveness of the United States, and reduce the reliance of the United States on foreign manufacturing; and (2) priority manufacturi
