Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``CTE Student Mental Health and Wellness Act''. SEC. 2. MENTAL HEALTH AND SUBSTANCE USE DISORDER SERVICES FOR STUDENTS IN HIGHER EDUCATION. Section 520E-2 of the Public Health Service Act (42 U.S.C. 290bb- 36b) is amended-- (1) in subsections (a) through (f)-- (A) by striking ``an institution of higher education'' each place it appears and inserting ``a covered institution''; (B) by striking ``the institution of higher education'' each place it appears and inserting ``the covered institution''; and (C) by striking ``institutions of higher education'' each place it appears and inserting ``covered institutions''; (2) in subsection (c)-- (A) in the matter preceding paragraph (1), by striking ``Any institution of higher education'' and inserting ``Any covered institution''; and (B) in paragraph (5), by striking ``institution of higher education supported'' and inserting ``covered institution-supported''; and (3) by amending subsection (g) to read as follows:
