Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE; FINDINGS. (a) Short Title.--This Act may be cited as the ``Kids Before Cuts Act''. (b) Findings.--Congress finds as follows: (1) The Congressional Budget and Impoundment Control Act of 1974 reasserted Congress power of the purse. Specifically, title X of such Act established procedures to prevent the President and other government officials from unilaterally substituting their own funding decisions for those of the Congress. (2) Despite clear legal precedent, the Trump administration and the Department of Health and Human Services announced on January 6, 2025, the freezing of $10,000,000,000 in Federal funds, including approximately $1,000,000,000 for Illinois, for social services and ch
