Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Flight Delay and Cancellation Compensation Act''. SEC. 2. FLIGHT DELAY AND CANCELLATION COMPENSATION. (a) Aviation Rulemaking Committee.-- (1) In general.--Not later than 90 days after the date of enactment of this section, the Administrator shall establish an Aviation Rulemaking Committee (in this section referred to as the ``Committee'') to review and develop recommendations regarding the following: (A) Implementation of the requirements of section 512 of the FAA Reauthorization Act of 2024 (49 U.S.C.
