Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as ``the Appropriations Compliance and Training Act''. SEC. 2. MANDATORY APPROPRIATIONS LAW TRAINING. (a) In General.--Chapter 41 of title 5, United States Code, is amended by inserting after section 4105 the following new section (and conforming the table of contents at the beginning of such chapter accordingly): ``Sec. 4106. Mandatory appropriations law training ``(a) Training.-- ``(1) In general.--The head of each agency shall require any employee occupying a covered position at the agency to complete an annual training course on appropriations law. ``(2) Timing.--With respect to any employee occupying a covered position on the date of the enactment of this section, such training shall be completed not later than 1 year after such date and an
