Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``USDA Loan Modernization Act''. SEC. 2. PERSONS ELIGIBLE FOR REAL ESTATE LOANS. Section 302(a) of the Consolidated Farm and Rural Development Act (7 U.S.C. 1922(a)) is amended-- (1) in paragraph (1)-- (A) in the matter preceding subparagraph (A), by striking ``a majority'' and inserting ``at least a 50 percent''; and (B) in subparagraph (C), by striking ``a majority'' and inserting ``at least a 50 percent''; and (2) in paragraph (2), by striking subparagraphs (A) and (B) and inserting the following: ``(A) Eligibility of qualified operators.-- Qualified operators, as d
