Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. TRANSFER OF DEPARTMENT OF HOMELAND SECURITY FUNDS. (a) In General.--Except as provided in subsection (b), during a lapse in appropriations with respect to the Department of Homeland Security, the Secretary of Homeland Security may transfer to other accounts of the Department of Homeland Security-- (1) any unobligated funds appropriated under section 90005 or 90007 of Public Law 119-21 (commonly known as the ``One Big Beautiful Bill Act''); and (2) any unobligated funds appropriated or otherwise made available under Public Law 119-21 (commonly known as the ``One Big Beautiful Bill Act'') for U.S. Immigration and Customs Enforcement or U.S. Customs and Border Protection.
