Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Government Evaluation, Notification, and Explanation of Reassignments and Accountability with Leadership Act'' or the ``GENERAL Act''. SEC. 2. ENHANCED LEADERSHIP OVERSIGHT PROCEDURES. Chapter 80 of title 10, United States Code, is amended by adding at the end the following new section: ``Sec. 1568. Notice of involuntary reassignment, separation, or retirement of general or flag officers ``Not later than 15 days after a general officer or flag officer is involuntarily reassigned, separated, or retired, the Secretary of Defense shall submit to the congressional defense committees a written notification containing-- ``(1) the rationale for the reassignment, separation, or retirement, including whether the reassignment, separation, or retirement was related to conduct, performance, policy disagreement
