COPS Anti-Organized Crime and Cartel Enforcement Act of 2025

R. 6911 To amend the Omnibus Crime Control and Safe Streets Act of 1968 to provide that grant funds received under the COPS grant program may be used to combat organized crime. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES December 19, 2025 Mr. Harrigan (for himself, Mr. Smith of New Jersey, and Mr. Alford) introduced the following bill; which was referred to the Committee on the Judiciary _______________________________________________________________________ A BILL To amend the Omnibus Crime Control and Safe Streets Act of 1968 to provide that grant funds received under the COPS grant program may be used to combat organized crime. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``COPS Anti-Organized Crime and Cartel Enforcement Act of 2025''. SEC. 2. USE OF GRANT FUNDS TO COMBAT ORGANIZED CRIME. (a) Grant Use.--Section 1701(b) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10381(b)) is amended-- (1) by redesignating paragraph (24) as paragraph (25); and (2) in paragraph (23)-- (A) by striking ``in accordance with paragraphs (1) through (22)'' and inserting ``in accordance with paragraphs (1) through (23)''; and (B) by redesignating the paragraph as paragraph (24); (3) by inserting after paragraph (22) the following: ``(23) to create specialized units dedicated to combatting organized crime, cartel operations, and transnational criminal organization and to ``(A) equip such units with advanced investigative and surveillance technology, including by acquiring-- ``(i) tactical vehicles (as such term is defined in section 328(d)(8) of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023) for use in th
