Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as ``Dillon's Law''. SEC. 2. PREFERENCE FOR STATES THAT ALLOW TRAINED INDIVIDUALS TO ADMINISTER EPINEPHRINE AT SCHOOLS. (a) In General.--Section 399L(d) of the Public Health Service Act (42 U.S.C. 280g(d)) is amended-- (1) in paragraph (1)(F)-- (A) in the subparagraph heading, by striking ``School personnel'' and inserting ``Trained personnel''; (B) in the heading for clause (ii), by striking ``school'' and inserting ``trained''; and (C) by adding at the end the following: ``(iv) Special rule.--For purposes of this subparagraph, an elementary school or secondary school in a State may treat an individual who is not an employee of the school as being part of the trained personnel of the school if-- ``(
