R. 7772 To direct the Secretary of Transportation to revise the Federal Motor Vehicle Safety Standards to establish a maximum allowable brightness standard for low beam headlamps on motor vehicles, and for other purposes. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES March 3, 2026 Ms. Perez introduced the following bill; which was referred to the Committee on Transportation and Infrastructure, and in addition to the Committee on Energy and Commerce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned _______________________________________________________________________ A BILL To direct the Secretary of Transportation to revise the Federal Motor Vehicle Safety Standards to establish a maximum allowable brightness standard for low beam headlamps on motor vehicles, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Limiting Intense Glare for Highway and Two-lane Safety Act'' or the ``LIGHT Safety Act''. SEC. 2. LAMPS, REFLECTIVE DEVICES, AND ASSOCIATED EQUIPMENT. (a) In General.--Not later than 1 year after the date of the enactment of this Act, the Secretary shall issue a final rule to revise Federal Motor Vehicle Safety Standard Number 108 (49 C.F.R. 571.108; relating to lamps, reflective devices, and associated equipment) to establish a maximum allowable brightness standard for low beam headlamps on motor vehicles that is expressed in lumens or another appropriate (as determined by the Secretary) photometric measurement.
