Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Child Automobile Restraint Safety Education and Training Act'' or the ``CAR SEAT Act''. SEC. 2. EDUCATION CAMPAIGN. (a) In General.--Not later than 1 year after the date of enactment of this Act, the Secretary of Transportation
