Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Brianna Lieneck Boating Safety Act of 2025''. SEC. 2. RECREATIONAL VESSEL OPERATOR EDUCATION AND TRAINING. (a) In General.--Not later than 180 days after the date of enactment of this Act, the Secretary of the department in which the Coast Guard is operating shall study and report to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate regarding recreational vessel operator training. The study and report shall include a review of-- (1) Coast Guard Auxiliary and Power Squadron training programs; (2) existing State boating education programs, including programs by the National Association of State Boating Law Administrators (in this section referred to as ``NASBLA''); and (3) other hands-on training programs available to recreational vessel operators.
