Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Destroy Zombie Guns Act''. SEC. 2. SAFE FIREARM DESTRUCTION. (a) In General.--Section 922 of title 18, United States Code is amended by adding at the end the following: ``(aa) It shall be unlawful for any person engaged in the business of destroying firearms, while destroying or aiding in the destruction of a firearm that has been shipped or transported in interstate or foreign commerce, to not destroy every component of the firearm.''. (b) Definition of ``Engaged in the Business'' as Applied to a Destroyer of Firearms.--Section 921(a)(21) of such title is amended-- (1) by striking ``and'' at the end of subparagraph (E); (2) by striking the period at the end of paragraph (F) and inserting ``; and''; and (3) by adding at the end the following: ``(G) as applied to a destroyer of firearms, a person who devotes time, attention, and labor to the destruction of firearms or firearm components as a regular course of trade or business to predominantly earn a profit through services rendered to facilitate the destruction of a firearm or firearm components.''. (c) Penalties.--Section 924(a) of such title is amended by adding at the end the following: ``(9)(A)
