Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``National Threat Evaluation and Reporting Program Reassignment and Funding Reform Act of 2026''. SEC. 2. FINDINGS. (a) Findings.--Congress finds the following: (1) The National Threat Evaluation and Reporting (NTER) Program of the Department of Homeland Security plays a critical role in equipping State, local, Tribal, and territorial (SLTT) partners to identify, assess, and report threats of targeted violence. (2) The NTER Program primarily serves non-Federal stakeholders and is operationally distinct from national intelligence priorities. (3) The Office of State and Local Law Enforcement (OSLLE) is the primary DHS component responsible for coordination with
