Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE; TABLE OF CONTENTS. (a) Short Title.--This Act may be cited as the ``Expanding Access to Mental Health Services in Schools Act of 2025''. (b) Table of Contents.--The table of contents of this Act is as follows: Sec. 1. Short title; table of contents. Sec. 2. Purposes. Sec. 3. Definitions. Sec. 4. School-based mental health services grant program. Sec. 5. Rule. SEC. 2. PURPOSES. The purpose of this Act is to increase the number of school-based mental health services providers. SEC. 3. DEFINITIONS. In this Act: (1) Eligible agency.--The term ``eligible agency'' means-- (A) a high-need local educational agency; (B) an educational service agency acting on behalf of 1 or more high-need local educational agencies; or
