Non-Domiciled CDL Integrity Act

R. 5688 To amend title 49, United States Code, with respect to requirements for States issuing commercial driver's licenses to non-domiciled individuals, and for other purposes. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES October 3, 2025 Mr. Rouzer introduced the following bill; which was referred to the Committee on Transportation and Infrastructure _______________________________________________________________________ A BILL To amend title 49, United States Code, with respect to requirements for States issuing commercial driver's licenses to non-domiciled individuals, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Non-Domiciled CDL Integrity Act''. SEC. 2. ISSUANCE OF NON-DOMICILED COMMERCIAL DRIVER'S LICENSES. Subparagraphs (A) and (B) of section 31311(12) are amended to read as follows: ``(A) Except as provided in subparagraph (B), the State may issue a commercial driver's license only to an individual who operates or will operate a commercial motor vehicle and is domiciled in the State or in a State that does not issue commercial driver's licenses. ``(B) Under regulations prescribed by the Secretary, the State may issue a commercial driver's license to an individual who operates or will operate a commercial motor vehicle and is domiciled in a foreign jurisdiction, if-- ``(i) with respect to applicants domiciled in a foreign jurisdiction other than the jurisdictions specified in clause (ii)-- ``(I) the individual has lawful immigration status in the United States; ``(II) the individual possesses a visa determined by the Secretary to be directly connected to a legitimate, employment-based reason to hold a comm
